Onorato signs law regulating sex offenders in Allegheny County

Allegheny County Chief Executive Dan Onorato has signed into law an ordinance that prohibits registered sexual offenders from living within 2,500 feet of a school, child care center, community center, public park or playground, his office said Tuesday.

County Council on Oct. 23 unanimously approved the legislation introduced by Councilman Vince Gastgeb of Bethel Park.

Allegheny County and the city of Pittsburgh could slash their electricity bills by up to 10 percent a year under a joint energy-purchasing agreement announced Tuesday.

Co-exprise Inc., a Pine-based technology and strategic sourcing company, will help the city and county net the lowest bids to power their largest buildings by holding the region's first "online reverse energy auction."

Let Allegheny County Council debate the 200 layoffs and two new taxes sought by Dan Onorato in his $727.5 million budget. What's beyond argument is the county chief executive's plan to use the budget as pressure on the Port Authority to get its financial house in order.

Whether carrot or stick, the extra millions that are leveraged from the state by the county's larger transit allocation of $30 million next year should be an incentive for system employees and managers to strike a real-world bargain for the contract that begins in July.

Fresh air: Onorato's plan could reinvigorate county parks

Dan Onorato has dusted off an inch-thick master plan for the county's nine parks and come up with a way to get moving on it.

The comprehensive plan completed six years ago was ambitious and far-reaching, and it resulted in some improvements, most notably separating the parks department from the county's public works division. But the challenge persists in paying for upkeep and improvements in the 12,000-acre park system, and the attention is overdue.
